WINDOW ROCK — When it comes to the federal government living up to its trust responsibility, Assistant Secretary-Indian Affairs Larry Echo Hawk is one of the first to acknowledge there’s a lot more that needs to be done. But the Obama administration has made significant strides, he told the Navajo Nation Council Monday.
